The first three Tier 5 towers are required to create a Paragon and do not count as extra Tier 5 power. Count only additional Tier 5 towers beyond those first three.
For non-T5 upgrades, count tiers on sacrificed towers. A 4-2-0 tower contributes 6 non-T5 tiers.
